Brother William O. “Bill” Waters, 81, joined the Chapter Celestial on Tuesday, Sept. 4, 2013.
Brother Waters was born on Feb. 15, 1932, in Monticello, Ga. He was initiated into the Alpha-Beta Chapter at Mercer University on Feb. 3, 1952. Brother Waters was presented with the distinction of “The Most Loyal Alumnus Award” by the Alpha-Beta Chapter on its 120th anniversary on December 10, 1994.
Brother Waters served as District Grand Master for the districts of Western Tennessee, Mississippi and Arkansas. He achieved the Master of Ritual Proficiency Certificate, and certified 448 Brothers with 665 Certificates of Ritual Proficiency.
Brother Waters promoted the Scholarship/Leadership Program for the Kappa Sigma Endowment Fund, and the districts he led achieved 53 Certificates of Merit and 233 Scholarships. Under his leadership, the chapters won 24 Awards of Excellence. Brother Waters served the Kappa Sigma Endowment Fund as Jackson’s Scribe, and enrolled over 1, 300 Brothers in the One of Jackson’s Men program, establishing pledges of over $1, 300, 000 for the educational programs. Brother Waters proudly wore pin number four out of 3, 000+ Jackson’s Men. He also served as the Endowment Fund’s Director of Development.
Brother Waters was inducted in 2005 as the 11th member of  the Kappa Sigma Hall of Honor. Others of the 18 inductees include, the founders of Kappa Sigma, Past WGM Stephen Alonzo Jackson; U.S. Senator John G. Tower; U.S. Senator Robert J. Dole; Past Indiana University President Dr. John W. Ryan, and his long-time friend, Luke J. Schissel, Past WGM and Attorney from Greenwood, Mississippi.
Brother Waters was preceded in death by his parents, Bolden C. Waters, Sr. and Cora Loyd Waters; brother, B.C. Waters, Jr.; and sister, Hazel Westfall.
